Fuel economy improves for several reasons. First of all, the engine is running more efficiently. Secondly, the improvement in throttle response and mid range torque means that you don't need to use as much throttle or rev the engine as hard in order to accelerate swiftly. Thirdly, the engine uses most fuel when the car is accelerating, and uses least fuel during cruising, so tuning reduces acceleration time, and increases crusing time. These factors when combined result in a small but noticable improvement in fuel economy.
